According to Chinese experts wood packing of EU goods has high quarantine risks and may carry and spread many dangerous harmful pests for forestry such as cerambycidae, scolytidae, bostrychidae, rhinotermitidae, etc. In order to protect its forests, ecological environment and tourist resources, China has therefore decided to take an interim emergency quarantine measure.

The products covered include wood packing materials in use for transporting, packing, matting, supporting and reinforcing of commodities, such as cases, pallets, crating, drums, packing blocks, dunnage, load boards, pallet collars and skids, except for processed wood packing materials such as plywood and fibreboard.
The measure requires that the wood packing materials referred to above, originating in the EU should not contain bark and be treated with heat, fumigation or other effective methods approved by China, AQSIQ (Administration of Quality Supervision, Inspection and Quarantine), before shipment.
A Phytosanitary Certificate shall be issued by official authorities of the exporting country to certify that the above-described treatment requirements are met.
When goods exported from the EU enter the border, importers shall apply for entry-exit inspection, quarantine administration and submit Plant Health Certificate or a Non-wood/processed timber products Packing Decleration, which is required for goods without wood packing. Goods which meet the requirements are issued a Customs Clearance Bill of Entry. Wood packing that does not meet the requirements shall be treated with defestation by importers under the supervision of entry-exit inspection and quarantine administration or shall be returned along with the goods. |
The emergency quarantine measure shall enter into force on 1 October 2002, duration to be decided.
